quPython membership is under revision

In the last Qiskit Ecosystem update, we detected that the last commit in https://github.com/frankharkins/quPython was 21 months ago, so we are changing the project status to under revision.

@frankharkins, is the project still active?

The tests still pass and I'm happy to respond to questions about the project, but I don't think anyone uses it. Totally up to you if you want to remove it.
