Adding Tooltip hook

Using the Tooltip component although useful in many ways, yet lack some usefulness in places where customization is required. Assuming I am working on a custom tooltip for a chart, using the mantine tooltip is limited, so I implemented a useTooltip hook.

so I want to know how this contribution can be added to the mantine codebase for others to be able to use it as well.
