Add Pseudo Class Prefix (hover:utility-class, focus:utility-class)

Bootstrap itself is a rich UI framework for a website that enables both utilities and useful components out of the box. But the pain starts when I want to define hover state by leaving the confort of Bootstrap utilities and go back CSS file again to define it. I really wander how bootstrap could not give that easy utilities state class for developer just like Tailwind as one of their powerful great point to choose. I really love Bootstrap but your team needs a research for developer experience to enhance the flow of next innovation to stand out.
