Update the links for "Edit this page" to point to the oxc repo for rule pages

Currently, we directly people toward the website repo if they click "Edit this page", which leads to us needing to close their PR and port the change over to the oxc repo. This is confusing and frustrating for contributors, and we should consider directing them to the right place instead.

Alternatively, we could have it link to an issue creation form?
