Decompressed Zarr Example: Small-Scale NVIDIA DALI Implementation

Implement a small-scale example where NVIDIA DALI reads Zarr data.
Since decompression on GPUs is not yet implemented in zarr.codecs, the example should read some decompressed Zarr data.
This will serve as a proof of concept for integrating Zarr with DALI.
