[Infra] Fix details URL for functional test check run

If we look at the "Functional Test" run, the details URL (i.e., "View more details on GitHub Actions") links to the same run. However, we are passing in the right details_url parameter.

I suspect it's related to LouisBrunner/checks-action#18 and we may have to use a GitHub App.
