AWS Plugin Roadmap

This is a break down of how the AWS plugin will be developed. The tasks were largely broken down based on my estimated sizing of PRs. I'm hoping to keep each task around <1k loc (hopefully less) to keep it more manageable for reviewers. Happy to hear thoughts if this could be done better.

2. Permit list rules addition (within single VPC/namespace) and deletion
3. Permit list rules addition (NAT gateways for public IPs, peering for intra-cloud inter-namespace connections)
