feature request, automatic battery status announcement/sound? #12

Before I say anything else, this add-on is the one I would least like to be with out. There is no way I can thank the author enough for producing it. I'm sure he's sick of getting messages about how wonderful it is, and I'm sorry to add to what I know must be a flood of those messages, but I have to do so now that I have the chance.
There is one feature which would be great to have if it would be possible to put in without too much work. I would like a sound to play and an announcement to be made as the battery goes down. That is, if the battery is at 59%, then goes down to 50, I would like the going past 50% to be announced. I'm thinking a configurable 5% interval for announcements, or possibly 10, and would also like to hear a sound. Is this something that would work and, as an aside, is there a program that would do this in audio without producing a dialog? I just want a sound/announcement, not to have work interrupted.
