Phase 0: Foundation and contracts

Set up Go, SvelteKit, PostgreSQL, Docker Compose, API server, OpenAPI baseline, CLI framework, plugin manifest, plugin registry skeleton, and audit foundation. See docs/05-roadmap.md.

Phase 0 backend/database foundation has started in commit 546beec. Added Go module, PostgreSQL config with placeholder-only env example, SQL migration runner, initial CRM schema migration, health/readiness API endpoints, CLI commands, Makefile shortcuts, and development docs. Live DB migration was intentionally not run from the agent command log to avoid exposing real credentials.

Correction: the DB/API foundation is now tracked through draft PR #9 instead of staying directly on main. Main was reverted with commit e41a355, and the feature branch contains the replayed foundation commit 9ba66f7. PR: #9
