EventManager split

Hello!

At the moment doesn't exist a guideline to change the event manager

• interface
• docs
• test

At the moment I would like to use this new event manager how default component in penny because

• it supports regex (good for penny because we can attach listeners at all errors.. 👍
• this library has 31 line of code 👍 It supports only one feature event manager.. :) Easy to use and to extends..
