READMIE.REDIST.BINS has not accesable link in excemptions from license

In the file READMIE.REDIST.BINS at the line 203 is a link to the website http://www-personal.engin.umich.edu/~wagnerr/MersenneTwister.html that has error message 403: Permission Denied

I expected to find working link.
