Reboot 1: Fleet actions and API changes.

Basic functionality for the Reboot code.

  • All ship API calls changed to work with Fleet code.
  • All API calls to use named calling convention
  • Lacuna-Web-Client will work with all new API calls
  • Rebalance resources and building production/consumption
  • Rebalance Essentia sources and sinks
  • Make some resources (plans, perhaps glyphs) more difficult to obtain, e.g…
