Resource Balancing on reboot

Current game is ruled by glyphs. Ways to address this:
- Tone down Archeology Ministries.
- Glyph buildings will not be as important.
- Tier II buildings will get a boost.
- LCOTs might.
All of this will need a lot of balancing that will hit many different areas, including ships.
Changes to ArchMin:
- Returns will drop a bit.
- Excavators will not be available until the AM is Level 16
- Better control of them will be put in as well. Currently it's too cumbersome to figure out where to send.
Changes to Glyph Buildings:
- Keep current upgrade speed.
- A shallower resource boost per level. They may start with a better production (storage, etc...), but at top end, the regular will be better. Instead of 1.55 every level, perhaps 1.22
- More rarity for some plans. BHG for example.
Tier II buildings:
- Still the same slow upgrades.
- Better resource production.
- Steeper resource boost per level.
Ore Distribution:
- Ores will be scarce in some areas. Do we want to allow transmutation (at cost) to convert ore types?
