Custom CSS doesn't always apply

Sometimes when opening the page, the custom CSS theming isn't applied. This is particularly jarring since I use it for dark theming. I can't find any consistency to when this happens, sometimes a refresh fixes it, sometimes it doesn't, and there are no errors anywhere that I can see.
