Update contribution doco to use NPM 7? #2746

There is currently an issue with the lock file getting updated to lockversion 1 instead of 2 if we use npm version less than 7. Is this documented somewhere to make contributors not update the lockversion? @pnp/cli-for-microsoft-365-maintainers |

It's here: https://github.com/pnp/cli-microsoft365/wiki/Submitting-a-PR. Still, we should consider requiring moving to npm@7 due to the issue with TLS support that was announced recently. |
