Chrome based apps, when placed or opened on a second monitor can partly or wholly loose interaction or will mis-coördinate the interaction when you resize them by dragging the bottom or right side or the bottom-right corner. After this resize, on hovering over the sides, the cursor will not change into the resize symbol and grabbing it again is impossible and the window usually also cannot be moved..
Control/interaction is regained when the window is resized by either the top or left side, the top left corner, or using Cmd-Ctrl and arrow-keys to move the window.
I can reproduce this with Chrome/Chromium based browsers and Electron-based apps, like VS-Code.
It looks like some interaction will remain with the one of, what I think are, the chrome view/render elements of the application, which in a browser is the whole browser-window and for an electron app usually the top left element. Though trying to interact with an object in there is fruitless as you will select or activate something else.
I think this is since the 14-th of February when some relating commits where done.
