When the following conditions met:

  1. Already have credentials registered in Publisher
  2. Connect is down or unreachable
  3. Try to deploy a piece of content for the first time

... the error message we get is not user friendly. We already had a nice message but some changes in commit e162drc changed a bit the order of operations for pre-flight checks.
