exposition format: How to deal with inconsistent timestamps in text format

The various components of Histograms and Summaries (buckets, quantiles, count, sum) all get ingested with the same timestamp. However, the text format might specify different timestamps for them.

How to deal with that kind of inconsistency? Last timestamp wins? Warn? Error?

I'd leave it unspecified how inconsistencies are handled, and require that all of a given metric be the same timestamp.
