Describe the enhancement requested
As part of development efforts, we have generated a new datafile for testing. This datafile (parquet-testing/ data/encrypt_with_per_column_encryption.parquet.encrypted) is stored in the parquet-testing git repo (which is also a submodule of Arrow). We need to commit this new file in that repo. This likely requires opening a PR in the parquet-testing repo for it to be merged by the maintainers of the repo.
