Git merging > Cleanup final failing Github actions

After completing the merge of dev_phase2 into main, only a few github actions remain in failures (see parent issue).

Failures are mostly on Windows, and one in macOS.

dbps-external build errors: problem finding boost and here
dbps-external build errors: problems with websocket version
dbps-external build errors: problems with httpserver version
