Add federated footer

Not 100% sure if should live in the theme but there are some web components that we could potentially use to add federated footer and header elements to our sites. This is mostly a research

Got this working. The dev version is quite large (>100MB) but the production mode is 1.68 MB... so pretty big but maybe there is potential the make this smaller. It also likely makes sense to split this into a module instead of keeping it in the theme. Then it could be used elsewhere and the Datafetcher could be built into the module and passed into the component... though SDCs do not have preprocess methods so the implementation would need to be done in whatever theme is implementing this.
