Admin ability to see where a user is/has been active

Rarely we have users that are malicious, but in the cases they are it would be great to see what channels they have been active in (since admins won’t always be aware).

A command that’s restricted to users with an admin flag that would be useful is /inspect @user which could report basic user metrics and a channel list.
