Move 2019-09 "format" schema to correct directory

The metaschema https://json-schema.org/draft/2019-09/meta/format is
currently located in the draft202012 directory, presumably by accident.
This commit moves it to the draft201909 directory, alongside the other
2019-09 metaschemas.
