Docs: Updates and Improvements for services/applications

Goals:

• Discoverability of what we’re running and where!
• Where to go when things go wrong, investigations and potentially past/common issues.
• The ability to identify/contact folks responsible for a given service to notify of changes or requests from infra staff.

Probably worth researching broader open source foundations and similar open source projects for how they’ve approached?

Biggest asks:

For a given service/application:

• who do we talk to?
• how do we get assistance for non-infra owned parts?
• how do we get reviews?
