In sample_slater, sample holes instead of particles when filling is greater than half #533
Description
When the number of particles exceeds half the number of orbitals, we can improve the performance of ffsim.sample_slater by sampling holes instead of particles. The running time at 3/4 filling should be the same as at 1/4 filling.
