Determine the `TracerProvider`'s `SEMRESATTRS_CLOUD_REGION`. #198

The WebTracerProvider instantiated by the Tracer Provider provider could use a
SEMRESATTRS_CLOUD_REGION attribute on its resource.

This value should either be the region of the GitHub Pages origin or the region
of the Cloudflare CDN edge node.

Either of this values may best be placed in the /whoami response.
