Add qutip-qoc notebooks

There are currently no notebooks illustrating the new Quantum Optimal Control (QOC) package.
It would be nice to not only see how to use the qutip-qtrl algorithms (GRAPE, CRAB) through the new interface but also to showcase the new GOAT, JOPT, and RL methods.
