Remove needless white list sanitizer deprecations

Keeping support for these methods, without deprecations, makes Rails 5.2
just work.

Then Rails 6 will depend on 1.2.0 which uses safe_list_sanitizer etc.

Sorry for all the needless ruckus and confusion around 1.1.0!
