Support referenced libraries for Eclipse projects #2931

Description

Type: Bug

So I have this project set up where I have .project and .classpath files in root folder.
Now I'm saving this as a workspace file and therein I have added a new referencedLibrary setting to include the jar file in lib folder.

Expected: Opening the workspace, the jar in lib folder should be used as dependency, ideally should be updated in .classpath file.

Actual: .classpath file is not updated. Neither does vscode honor the setting in workspace file.
