Utility to quickly look up ORA codes for Oracle DB errors

A command-line of GUI utility to quickly look up ORA error codes, their description, and resolution for Oracle DB errors. The content would have to be fetched from other websites - either loading the page in a web browser control or scraping the content (the latter may be frowned upon).

Also check if there currently is an API for this.
