[PoE1] SkillGemNewArcticArmour is missing in /gems.json

is part of base_items.json but can't be located in the in gems.jon

If you look in skillgems.dat, lines 168 and 169 as of 3.27.0.7, you'll see that both skillgemarcticarmour and skillgemnewarcticarmour have the same GemEffect, that is they grant the exact same skill. not sure quite what's happening there either in terms of game data or repoe's code, but maybe if you explain why you want to see that item referenced in this file l could investigate further.
