I got some really weird results with this image. On a RPI 3A+, I can get it to boot with a wired connection or via the Access Point but it will not boot and connect via wireless at all. More to the point there there is nothing in the boot log to suggest it even tries to use a wireless connection.

However:

Pi Zero W2, previously flashed with i20250627, updated to 20250809 - no connection via wireless. Updated to latest UPDATE branch at around 15:00 today (after commit #13), wireless connection now works apparently correctly and survives reboot.

PI 3B+, previously flashed with i20250627, updated to 20250809 - using wired connection, worked OK. Updated to same UPDATE branch point as above and still works OK, survives reboot.

I am in the process of reflashing the RPi 3A+ to i20250627 which I will then update to 20250809 / UPDATE but I have run out of time today. I will pick it up again tomorrow.

I got your new image above to work, eventually!

I flashed the new image to a new SD card, added 'nolocalbrowser', 'SSH' and 'wifi' files (wifi configured to my long standing setup) and booted the RPi 3A+. On first start, it booted to Access Point not my wifi setup - despite having a wifi file in place. I disabled both 'System / Onboard Devices / WiFi / Access Point' and 'Features / Others / Access Point', put a new wifi file in /BOOT and rebooted - no wifi connection. I connected a USB/Ethernet adaptor and finally got access to the system. Next try was to enter the wifi details directly into 'Networks / Wi-Fi'. I searched for wifi networks, chose my SSID and then manually entered the password. After a couple of attempts at this the wifi connection 'stuck' and I can now reboot the system normally with the wifi setup being retained and used after the reboot.

Something has definitely changed with the connection to WiFi but at the moment I can't figure out what it might be.
