Rewatch: code change does not trigger rebuild on windows

Repro:

1. create a new project via npx create-rescript-app@next
2. install the latest version from the actions page.
   At the time of writing: npm i https://pkg.pr.new/rescript-lang/rescript@22ad3f5
3. run npm run res:dev
4. make a change to Demo.res

This happens for me on Windows.
I also checked 12.0.0-beta.2

It seems that on certain editors file content changes only emit EventKind::Modify(ModifyKind::Any).

Also it seems that windows only ever emits EventKind::Modify(ModifyKind::Any) on file modifications.
