Move FacadeMonitor checks into Facade #1161
Description
FacadeMonitor should be included as a facet(or facets) in the new diamond Facade. This requires refactoring, retesting, and redeployment to all networks (Mainnet, Base, Arbitrum). Also once this is done it need to be configured properly in our monitoring tools.
