devDependenciesにInquirerを追加する
scripts/new.tsを作成する
対話型インターフェースで値を受け取る部分を実装する
受け取った値を用いて記事ファイルを生成する部分を実装する
作成したScriptをpackage.jsonのscriptsに追加してbun runで実行できるようにする
テストを追加する
