Beacon CID list

An endpoint where one can get a list of all pins by CID, as well as their current seeding status, so that one can assign their efforts to underseeded CIDs.

• Create a method to list all CIDs
  • Add seeding status to the method's list output, per item
• Capture output of CID list and upload it to Kubo + Iroh periodically
• Cached endpoint that displays CID of CID list
