Hello.
How i can forbid use v1 api? I add to .librarian/puppet/config LIBRARIAN_PUPPET_USE_V1_API: '0'
and try run librarian-puppet install but librarian-puppet again use v1 API, in .librarian/puppet/config again set LIBRARIAN_PUPPET_USE_V1_API: '1'.

Have you tried

librarian-puppet config LIBRARIAN_PUPPET_USE_V1_API 0 --global

$ bundle exec librarian-puppet config LIBRARIAN_PUPPET_USE_V1_API 0 --global
key not permitted: "LIBRARIAN_PUPPET_USE_V1_API"
