We link to our eligibility criteria in a few places, but it'd be nice to get that in-repo so we're not relying on a Google Sheet link.
It can probably just be its own Markdown file (i.e. criteria.md) in the root of the repo, then we'll need to make sure we update any links to the sheet to that file.
