Installer should detect existing installations on startup

The installer doesn't currently detect if Stormcloud is already installed. If Stormcloud is already installed, it should prompt the user (with a pop-up) that it is already installed, and ask them if they want to continue. If they say yes, it should remove all files associated with their old installation and start over.

Detecting an Install

We need to check for the existence of a file that indicates Stormcloud is installed. This file should be in the same place on the system every time.

By default, Stormcloud is installed to C:\Users\<USER>\AppData\Roaming\Stormcloud, but we can't guarantee it will be there every time. The "stable location" file should point us to the install directory for Stormcloud. I am not sure if we have implemented this "stable location" file ( @TylerSThomas I think was doing it at one point, please chime in Tyler).

put the "stable location" file in C:\Program Data because thats device specific not user specific. Also thats where program data goes. Make a subfolder called "\stormcloud" on installation. The text file should be the only thing in there. If a user manually deletes this file and folder, it could cause us problems. So we will also look in the default location / target location before installing.

@ccbaumga @EccentricKnight Tyler, can you remind me where the current "stable settings" file is located? Is that active in the latest version of the code or did it get lost in a previous commit?

@runt1me @ccbaumga With my newest commit, stable_settings.cfg is now saved to %APPDATA%/Stormcloud/., regardless of the underlying installation location. Uninstaller properly handles cases where Stormcloud is not installed in %APPDATA%. 1c5b635
