const arguments have `'_` resolved to `'static` instead of infer vars

I tried this code:

fn foo() -> [(); {
    let a = 10_usize;
    let b: &'_ usize = &a;
    *b
}] {
    
}

I expected to see this happen: It compile

Instead, this happened: It errored
