triagebot: Autolabel relevant PRs with `A-rustdoc-js`

we have an autolabel rule for A-rustdoc-search, but the other few js files lack autolabel rules.

i suppose we do have rules for T-rustdoc-frontend, but that's quite a bit more broad.

In triagebot.toml, add an [autolabel."A-rustdoc-js"] rule where field trigger_files should contain directories and files containing JavaScript / TypeScript files and maybe tests/rustdoc-js/ and tests/rustdoc-js-std/ as well.
