run community builds locally until Jenkins upheaval dies down

  • only twotails failed; probably green again after Fix off by one error regression under -Ylog scala#6327
  • intermittent but fairly frequent fs2 test failures
• 2.11.x-jdk8 💹 Feb 15 scala/scala@009e59a
  • scala-swing needed mima fix
• 2.11.x 🦎Feb 16 scala/scala@009e59a
  • MacOS-specific scala-xml failure scala.xml.XMLTestJVM fails on Scala 2.11 on Java 6 scala-xml#189
  • dbuild 0.9.10 -> 0.9.9 downgrade
  • set every scalaVersion module fix
  • 2.11.11 -> 2.11.12 upgrade

notes:

• disable akka-more tests locally, they take too long

twotails is green again in 2.12, there have been some other new failures but I'll open separate tickets for those if needed.

not really done til scala/scala-jenkins-infra#242 happens, but we have that ticket so I'll close this one.
