Spec build failing on Travis-CI #907

as consistently seen for the last 14 days at https://app.travis-ci.com/github/scala/scala/builds — but only on 2.13.x not 2.12.x
so e.g. at https://app.travis-ci.com/github/scala/scala/jobs/634807121 we see
E: The repository 'http://apt.postgresql.org/pub/repos/apt focal-pgdg Release' does not have a Release file.
The command "sudo apt-get update" failed and exited with 100 during .
I don't know what this is about, too busy with Scala Days this week to dig into it, but here's a ticket
perhaps we can fix it, but also perhaps we don't even need it anymore...? could we build the spec on GitHub Actions instead? (are we already?)
