Make more space in menu bar

We may need to rethink the flex settings, included items, and margins/padding on the menu bar

• in German, the beta site's project title shrinks down to almost no width at 1024px wide:
  

• when the menu bar gets narrow, it starts to drop off the account menu, which should be shown if at all possible:
