Vertical Scrollbar Not Visible

Expected Behavior

The vertical scrollbar in the editor appears to the right of the editor, and stays that way.

Actual Behavior

On the develop and smoke branches, the vertical scrollbar is hidden except when a block is being dragged.

Steps to Reproduce

Go to https://llk.github.io/scratch-gui/smoke/ or https://llk.github.io/scratch-gui/develop/ and compare it to https://beta.scratch.mit.edu

Operating System and Browser

Fedora 29 GNU/Linux, GNU IceCat (based on Firefox 60)

Similar in problem to #318.

Weird - I can't repro this. Both scrollbars correctly show all the time.

I'm on Firefox 64.0b6, running Debian.

I can't reproduce it with Chromium on the same OS either. But I can reproduce in normal Firefox as well. Version 63.

Hmm can't repro on Mac/Firefox 63...

I made some more feedback about the scripts area here #3752. On low resolutions Scratch 3.0 is kinda unusable.
