How can I load a .sb3 project (read-only) from another location?

I would like to have an instance of the player that can load the project read-only from another location, for example, on a static server. Is that possible?

In the past we've solved a maybe-related problem for a custom version of the scratch-gui by:

• using arraybuffer-loader module to import a static sb3 file at build time
• calling vm.loadProject with the project data to load the project

That's how we load starter projects on Scratch Lab (not currently open source).
