Add support for packaging CLIP and installing it as an RPM #74
Description
Add support that allows clip to be built as an RPM. The clip RPM could depend on the specific tools needed which can also be built out of a clip tree. There is an initial bootstrapping problem with setting up a clip system but hopefully this would make it simpler to setup CLIP machines in the future by having rpm manage installing clip and it's custom deps on a system rather than needing to use the bootstrap script or carrying RPMs in the clip tree.
