The font-fallbacks package is unusable if loaded after color-fonts.

I think this might be the root cause of our nightmare with the manual, c.f. #1451 and #1444. I went to the work of making packages more idempotent but now this bug is even more egregious than it was when I reported it when it could be sidestepped by just reloading the fallback module.
