cloudfeaster version is in 2 places but should be in a single spot

When changing the ```cloudfeaster``` version you need to change ```setup.py``` as well as ```.circleci/config.yml``` but you should really only need to change the version number in a single spot. Fix this problem otherwise versions are going to get out of sync.
