Add Rogue register that controls whether frames are passed to the G3NetworkSender

G3NetworkSender that sends data to magpie adds some CPU overhead, and we don't need it for things like IVs and bias steps. We should add a register that lets us determine when frames should or shouldn't be passed along to the network sender.
